Organizational Context
The PCT Technical Cooperation and Outreach Section (PCT-TCOS) promotes the use of PCT digital tools, including ePCT, through training and targeted activities. The Division supports cooperation with PCT Member State Offices and accession candidates to ensure the effective functioning and understanding of the PCT system. The Section focuses on outreach and technical cooperation.
Job Purpose
The incumbent coordinates and delivers international technical cooperation activities to support the deployment and effective use of PCT online services and tools, including ePCT, data exchange with IP Offices, and technical support. These efforts aim to drive measurable improvements in adoption, interoperability, and user satisfaction, directly contributing to the Section’s workplan. The role involves leading targeted promotional and training initiatives and participating in IP events to strengthen stakeholder engagement, build capacity, and increase global awareness and uptake of the PCT and ePCT systems.
Responsibilities
Design, implement, and monitor customer-centric capacity-building and outreach initiatives for ePCT and other PCT Online services, tailored to Member States and IP Offices. Engage proactively with PCT Member States, IP Offices, and regional organizations to support the deployment and enhancement of ePCT. Represent WIPO at national, international, and regional meetings, delivering presentations on PCT digital tools. Provide continuing user support, resolve complex problems, and advise on new techniques. Develop and update ePCT-related training materials and resources. Collaborate with internal stakeholders on marketing and promotion strategies for ePCT. Prepare internal reports and documents, including proposals for promotional material and content. Foster a culture of high-quality, customer-focused services by identifying needs and recommending best practices.
Work Experience
At least six years of progressively responsible experience, including in the Patent Cooperation Treaty (PCT). Experience in development-oriented activities, capacity-building, technical assistance, stakeholder engagement with IP Offices, or designing/delivering training on online patent tools is essential.
Skills
Familiarity with PCT electronic systems (ePCT), good knowledge of the PCT, and WIPO's mandate. Excellent communication, interpersonal, and stakeholder engagement skills. Proven ability to design, implement, and monitor global initiatives. Strong organizational, planning, and project management skills. Good IT skills, analytical, research, reporting, and time-management skills. Strong client-orientation.
