The position is within the Composite Indicator Research Section of the Department for Economics and Data Analytics. This department studies how intellectual property and intangible assets drive economic growth, using data science to map global innovation trends. The section delivers flagship products like the Global Innovation Index (GII), supporting Member States with data and insights for evidence-based policymaking.
Job Purpose
The Senior Economist (Data Science) drives the Global Innovation Index (GII) as a strategic platform to strengthen global innovation measurement, benchmarking, and policy. The role provides Member States with credible and comparable data for innovation decision-making. By producing and developing the GII and its components, the incumbent transforms data into actionable insights, enabling governments to enhance innovation indicators, performance, and policy. This involves close collaboration with other departments and cooperation with national and international bodies to improve IP and innovation ecosystems.
Responsibilities
The incumbent will maximize the quality of GII rankings by managing data collection, audit, and quality controls, and by leading analysis and authoring GII chapters. They will build the future GII infrastructure using technology and AI, enhancing data availability and strategic use through automation and advanced tools. The role involves contributing to the innovation measurement framework and methodology, conducting research on new approaches for measuring innovation and creativity, and developing next-generation GII indicators. Additionally, the incumbent will provide technical advice to Member States on composite indices, promote GII use for innovation metrics, and support evidence-based policymaking. They will also share insights within WIPO, shape GII messaging, build partnerships, and promote WIPO services.
Work Experience
At least seven years of professional experience in economics and data analytics, data production and development, and providing advice on measurement and policy. Experience in indicator development, advanced data analytics, statistical methodologies, AI, and managing teams is essential. Experience with cloud systems, relational databases, and international settings is also required.
Skills
Advanced knowledge of data science software, database management, and coding (R, Python). Excellent analytical, organizational, drafting, and project management skills. Proficiency in data visualization tools. Ability to manage heavy workloads, supervise teams, and coordinate IT requirements. Demonstrated ability to build relationships, influence decision-making with data, and work effectively in a multicultural environment. Ability to apply advanced AI tools.
