Organizational Context
The Copyright Law Division (CLD) within WIPO's Copyright and Creative Industries Sector (CCIS) focuses on the balanced evolution of international intellectual property norms in copyright. It assists Member States in updating national legislation and adhering to WIPO treaties, serving as the secretariat for the Standing Committee on Copyright and Related Rights (SCCR).
Job Purpose
The Legal Officer's primary role is to support WIPO Member States in drafting and updating their national legislation, regulations, and policies concerning copyright and related rights. This involves assisting them in adhering to and implementing WIPO copyright treaties. The incumbent will conduct legal research and prepare legal documents to facilitate legislative assistance and treaty adherence, contributing to the balanced development of international intellectual property frameworks.
Responsibilities
Provide legal and policy support to Member States for adhering to and implementing WIPO copyright treaties, including reviewing national legislation. Conduct research and analytical studies on legislative and policy needs in copyright and related rights. Develop tools and materials to streamline legislative assistance activities. Monitor policy developments and conduct legal research on copyright law topics. Maintain relationships with national copyright offices, Member State representatives, and stakeholders. Organize and prepare documents for conferences, seminars, and workshops. Represent WIPO at meetings and deliver presentations. Prepare briefing notes and internal reports. Support the normative work of the SCCR and perform other related duties.
Work Experience
At least six years of relevant professional experience in intellectual property law, with a minimum of three years focused on copyright and related rights in the public or private sector. Experience in legal research, working with multilateral treaties, and drafting/reviewing national copyright policies or laws is desirable.
Skills
Excellent knowledge of international copyright treaties. Strong analytical and legal drafting skills. Ability to conduct legal research and present technical analysis clearly. Capacity for independent work and effective communication in a multicultural environment. Excellent organizational skills with a methodical approach. Comparative legal analysis and legislative drafting knowledge are desirable.
