Legal Officer
Organizational Context
The PCT Legal and User Support Section provides legal advice on PCT matters to users, implements changes to PCT Regulations, and conducts outreach. This role is within the Patents and Technology Sector, supporting the PCT system's implementation and user engagement through legal guidance and analysis.
Job Purpose
The primary function is to offer information, advice, and assistance regarding the implementation of the Patent Cooperation Treaty (PCT) to various stakeholders, including applicants, agents, Contracting States, industrial property Offices, and PCT Authorities. The role involves monitoring and analyzing case statistics to inform decision-making and identify areas for improvement. Additionally, the incumbent will actively participate in outreach and promotional activities to enhance awareness and understanding of the PCT system among its users and potential users.
Responsibilities
Provide legal advice and assistance on PCT implementation to applicants, agents, Contracting States, industrial property Offices, and PCT Authorities. Offer guidance to PCT Operations and other WIPO departments on PCT matters. Draft and contribute to legal work for PCT System improvements, including amendments to Regulations, Administrative Instructions, and Guidelines. Promote PCT usage among companies by analyzing market studies, identifying growth opportunities, and providing tailored legal and strategic guidance. Design and develop training courses, seminars, and information meetings for PCT users and WIPO staff. Foster high-quality customer service by identifying needs and recommending best practices. Engage in data analytics to monitor user feedback and procedural data, informing decision-making and service improvements. Perform other related duties as required.
Work Experience
Requires at least six years of relevant professional experience in patents, either public or private sector, including experience with the PCT. Experience with the PCT system and its legal framework, in a legal or paralegal role, data analysis, and outreach activities are desirable.
Skills
Proficiency in PCT knowledge, legal analysis, and drafting legal texts. Ability to use data analytics for decision-making and service improvement. Strong outreach and public speaking skills. Effective oral and written communication. High client orientation. Familiarity with AI tools and digital platforms. Excellent interpersonal skills for multicultural environments. Commitment to continuous learning and adopting new technologies.
