Organizational Context
The Global Relationship Management Section, within WIPO's IP Office Business Solutions Division, focuses on coordinating relationships with national and regional IP offices. It establishes cooperation frameworks, manages external funds, and designs strategies for new services, primarily for developing countries as part of WIPO's technical assistance.
Job Purpose
The Senior Business and Project Analyst is responsible for analyzing requirements, specifying products, and ensuring quality assurance for the Division's outputs. This role involves administering strategic national and regional projects, providing essential business support to the development team, and contributing to project delivery. The incumbent will assist national intellectual property offices in implementing processes and software solutions to enhance operational efficiency, improve IP operations, and develop online business services for local users, ensuring alignment with international best practices and WIPO standards.
Responsibilities
Develop and maintain product roadmaps in consultation with stakeholders, translating them into detailed product requirements, features, user stories, and acceptance criteria. Continuously review business needs of beneficiary IP offices, refine priorities, and identify opportunities and risks. Contribute to regional and global digital transformation initiatives by participating in task forces and supporting the development of strategic roadmaps and interoperability standards. Design and implement quality metrics and assurance strategies, coordinating quality assurance activities and reporting progress. Coordinate project delivery, ensuring projects meet targets, adhere to quality measures, and that priorities, resources, and timelines are effectively tracked and reported. Participate in the software development lifecycle, review test plans, and provide business support during deployments. Actively support accession to WIPO treaties and the use of WIPO Global IP Services. Stay updated on new technologies and methodologies for software applications.
Work Experience
At least seven years of relevant professional experience in IT services, including at least three years in business analysis and quality assurance. Significant experience in product development teams, ideally as a product or requirements manager. Experience specifying, developing, and launching software and services with engineering teams is essential. Experience with IP office business processes or cloud-hosted systems is desirable.
Skills
Proficiency in business analysis methodologies, software quality processes, and project management. Strong understanding of software engineering methodologies. Knowledge of WIPO's Global IP services (PCT, Madrid, Hague). Ability to communicate technical and business issues effectively to diverse audiences. Interpersonal skills for multicultural environments. Proficiency in digital tools, AI applications, and online collaboration platforms. Commitment to continuous learning and adopting new technologies.
