The Talent Management Service aims to build a skilled and agile workforce aligned with WIPO's goals. This role is within the Employee Experience Unit, focusing on shaping and improving the organization's recruitment strategy and operations. The objective is to enhance efficiency, effectiveness, and the quality of hires, ensuring alignment with strategic workforce planning and evolving organizational needs.
Job Purpose
The Talent Acquisition Manager is responsible for leading WIPO's comprehensive talent acquisition function, playing a key role in developing and refining the organization's recruitment strategy and operational model. This involves ensuring recruitment efforts align with strategic workforce planning and current organizational requirements. The role focuses on modernizing recruitment delivery through assessment and optimization of the service model to boost efficiency, effectiveness, and the quality of candidates hired. Additionally, the incumbent will provide strategic insights into labor market trends and emerging skill needs, while actively building WIPO's employer brand to attract top talent and expand global reach through stakeholder engagement.
Responsibilities
Develop and implement a forward-looking, data-informed talent acquisition strategy aligned with WIPO's workforce planning priorities, collaborating with HR leadership and stakeholders to identify critical skills and develop hiring forecasts. Lead the Talent Acquisition team, setting performance expectations and fostering a high-performance culture. Design and oversee structured selection processes ensuring quality, equity, and a positive candidate experience. Develop and promote WIPO's employer value proposition and brand. Execute global sourcing strategies and partnerships to build diverse candidate pipelines. Prioritize technology adoption and automation in recruitment, optimizing AI tools and applicant tracking systems. Co-design and oversee the onboarding program to ensure effective staff integration. Ensure compliance with WIPO Staff Regulations and Rules and HR Policies, providing oversight of recruitment governance.
Work Experience
Minimum seven years of progressive experience in talent acquisition or recruitment operations, including leading recruitment teams in complex organizations. Demonstrated experience in transforming talent acquisition functions using AI and digital technologies. Proven experience in employer branding, digital recruiting, and candidate experience design. Significant experience in operational management of talent acquisition functions.
Skills
Talent identification and market intelligence, proficiency with HR technology systems, ATS, and AI recruitment tools. Ability to translate strategic objectives into recruitment solutions. Creative and data-driven approach to employer branding. Strong stakeholder management and diplomatic skills. Client-oriented approach with ability to lead a high-quality service delivery model. Ability to interpret recruitment metrics and workforce trends. Strategic communication and influencing skills.
