Organizational Context

The Treasury Section, Finance Division, within WIPO's Administration, Finance and Management Sector, manages the organization's financial operations. This includes cash, accounting, reporting, treasury management, and compliance with financial policies. The division ensures efficient, transparent, and controlled financial processes, coordinating with oversight activities and managing the organization's cash position and financial information.

Job Purpose

The Senior Finance Officer performs complex financial functions focused on treasury activities, including managing WIPO's cash holdings, investments, currency needs, and banking relationships. In close collaboration with the Treasurer, this role leads the adherence to front-office processes within the Treasury Section. The incumbent will utilize and contribute to the development of WIPO's financial systems, ensuring efficient, transparent, and controlled financial operations. This position requires interaction with colleagues across the Division and the wider Organization, as well as external parties such as IP Offices, UN organizations, and financial institutions, to support treasury operations and strategic financial management.

Responsibilities

Manage treasury front-office functions, including foreign exchange and investment transaction execution. Calculate foreign currency exposures and execute hedging instruments for currency risk management. Place investment transactions for the portfolio according to policy, strategy, and credit limits, negotiating terms. Monitor and ensure the application of treasury controls, engaging with stakeholders to improve operating efficiency and financial controls. Manage the functionalities and technical requirements of the Treasury Risk Management System (TRMS), trading platforms, e-banking systems, and financial data analytics platforms, ensuring integration with AIMS FSCM. Lead treasury projects, suggest system improvements, and drive automation in treasury operations. Develop banking relationships and manage global banking services. Prepare and review compliance and bank documentation. Provide input to treasury planning and monitor budget implementation. Serve as a technical advisor on money markets, currency markets, and banking. Support the establishment and oversight of treasury policies, procedures, and governance.

Work Experience

At least seven years of relevant professional experience in finance, treasury, accounting, or banking. This includes at least three years of experience in treasury dealing, spot foreign exchange transactions, and deposit placement. Experience with electronic banking platforms and treasury risk management systems is desirable.

Skills

Solid understanding of financial markets, instruments, and techniques. Knowledge of default and settlement risks, valuations, and mark-to-market calculations. Strong analytical, problem-solving, organizational, and time management skills. Excellent communication and interpersonal skills for effective collaboration in a multicultural environment. Proficiency in digital tools, AI applications, and online collaboration platforms. Commitment to continuous learning and adopting emerging technologies.
