Organizational Context
The World Health Organization (WHO) Country Office in the Central African Republic (CAR) is responsible for implementing WHO's mandate within the country. This role supports the WHO Country Representative (WR) and the broader health sector, operating within the framework of the WHO's global health initiatives and country-specific health priorities.
Job Purpose
The Consultant International Logistics and Procurement Officer will be responsible for managing and overseeing the procurement, logistics, and contracting services for the WHO Country Office in the Central African Republic. This role is crucial for ensuring the smooth and efficient operation of logistics and supply chain activities, supporting the country's health programs and emergency response efforts. The position aims to provide expert advice on procurement and logistics, manage resources effectively, and ensure compliance with WHO policies and procedures, thereby contributing to the overall effectiveness of WHO's operations in CAR.
Responsibilities
The Consultant International Logistics and Procurement Officer will advise the WHO Country Representative on procurement decisions, coordinate the preparation and tracking of procurement plans, and ensure timely delivery of goods and services. Responsibilities include managing procurement resources, adhering to standard operating procedures, and maintaining a database of pre-qualified suppliers. The role involves monitoring all procurement, logistics, and contracting activities using the Oracle GSM system and other tools, providing reports and statistics. Additionally, the officer will advise staff on procurement and logistics, manage customs clearance and tax exemptions, act as secretary for the local procurement committee, and evaluate supplier performance. The role also includes ensuring compliance with travel policies and performing other related duties as assigned.
Work Experience
Essential: At least two (02) years of experience at national and international levels in emergency logistics management and procurement operations, with a portion dedicated to supporting humanitarian emergency operations. Desirable: Previous experience with WHO/UN, health cluster partners, recognized international humanitarian organizations, or international non-governmental organizations. Experience or knowledge in import/export and customs administration.
