Organizational Context

The World Health Organization (WHO) is seeking a Consultant International Data Analyst (P3) for its Central African Republic office. This role is part of the Vaccination Programme in the AF_CAF department, based in Bangui. The consultant will support the management, analysis, and strategic use of vaccination data to enhance immunization program performance.

Job Purpose

The Consultant International Data Analyst will be instrumental in improving the performance of immunization programs within the Central African Republic by ensuring the effective management, analysis, and strategic utilization of vaccination data. This role contributes to strengthening the national immunization program through robust data-driven insights. The analyst will focus on monitoring key vaccination indicators, ensuring data quality, identifying under-vaccinated populations, and providing critical data analysis to support evidence-based decision-making. This position is crucial for enhancing program efficiency, equity, and impact in achieving vaccination goals and improving public health outcomes in the region.

Responsibilities

The primary responsibilities include managing and analyzing vaccination data, encompassing collection, cleaning, consolidation, and trend analysis. This involves monitoring performance indicators, assessing vaccination equity, and conducting geospatial analyses. The role also focuses on ensuring data quality through regular checks and Data Quality Assessments (DQA), and developing monitoring tools. Additionally, the consultant will be responsible for creating interactive dashboards, producing periodic analytical reports, and developing analytical support materials. A key aspect is supporting decision-making through strategic analysis, participation in performance reviews, and monitoring action plans. Finally, the role involves capacity building through training, technical support, promoting a data-driven culture, developing guidelines, and contributing to innovation in data management and utilization.

Work Experience

Essential: Minimum of five years of experience in data analysis, quality review, and action plan development/monitoring in field operations, government institutions, or regional/international organizations. Experience in analyzing epidemiological or other health databases and data quality assessment is required. Three years of experience in routine and supplementary vaccination, epidemiological surveillance, and control of vaccine-preventable diseases is also necessary. Experience with national health information systems, particularly DHIS2, is required. Desirable: Experience with WHO/AFRO data quality strategies, working with UN agencies, Ministries of Health, or other technical/financial partners, and participation in DQAs or vaccination coverage surveys.

Technical Skills: Advanced Microsoft Excel (Pivot Tables, Power Query, Power Pivot), Power BI/Tableau, DHIS2, SQL, Statistical software (R, STATA, SPSS, Python), GIS tools (QGIS, ArcGIS), understanding of public health performance frameworks and indicators, vaccination program knowledge (EPI, Immunization Agenda 2030), zero-dose and under-vaccinated population tracking, vaccine coverage estimation methods, disease surveillance, data quality principles, and evidence-based decision-making approaches. Languages: Fluent French (mandatory), working knowledge of English (desirable).
