Strategic Health Information Officer
Organizational Context
The World Health Organization (WHO) in Guinea-Bissau aims to facilitate evidence-based decision-making for health systems and services through a primary healthcare approach, moving towards universal health coverage and SDG targets. This role supports the AF_GNB Guinea Bissau department.
Job Purpose
The purpose of this role is to enhance evidence-based decision-making in health systems and services within Guinea-Bissau, aligning with primary healthcare principles and contributing to universal health coverage and SDG targets. The position involves strengthening national capacity for data generation and analysis, supporting health research coordination, and promoting innovative approaches to strategic health information. This role is crucial for guiding policymakers with timely and accurate health data, fostering a robust health information system, and ensuring effective use of resources for improved health outcomes.
Responsibilities
Key responsibilities include supporting the development of national capacity for generating health data and statistics, strengthening routine data collection systems (facility, birth/death/cause of death, surveillance, surveys), and conducting capacity assessments. The role involves leading the analysis of health data to identify trends, build predictive models, and produce periodic publications. It also includes supporting sector monitoring and evaluation, generating evidence for policymakers through briefs and best practice documentation, and coordinating health research activities. Furthermore, the position will support innovative approaches to health information, including health observatories and digital health harmonization, and facilitate the strengthening of health information system governance and resource mobilization.
Work Experience
Essential: Minimum of five years of practical experience in generating and utilizing strategic health information, including data/statistics generation, data analysis, sector-wide Monitoring & Evaluations, and developing knowledge products like health policy briefs. Proven ability to document strategic health information is required. Desirable: Experience across multiple countries in strategic health information, policy formulation, quality management, strategic planning, and facilitating consultations.
Skills
Proficiency in applying modern ICT methodologies to health information systems. Experience with health observatories and scorecards. Proven track record in implementing international information system norms and standards. Excellent communication, presentation, and technical advisory skills, particularly in resource-limited contexts. Ability to participate in resource mobilization and advocacy. Strong interpersonal skills for consensus-building and proactive issue resolution. Diplomacy, tact, and courtesy.
