Organizational Context

The World Health Organization (WHO) is collaborating with the Vanuatu Department of Communication and Digital Transformation (DCDT) to enhance digital health systems. This role is situated within the Ministry of Health (MoH) in Vanuatu, focusing on the administration and support of critical digital health applications and their underlying server infrastructure.

Job Purpose

The National Digital Health Systems Administrator is responsible for the daily administration, monitoring, maintenance, security, and technical support of servers hosting the Ministry of Health's digital health applications. This role ensures the reliability, proper configuration, adequate protection, and recoverability of these systems, working in close collaboration with the DCDT. The administrator acts as the primary technical liaison between MoH and DCDT for server-related matters, ensuring that digital health services remain available, secure, and performant to support the Ministry of Health's objectives and the delivery of essential health services to the population of Vanuatu.

Responsibilities

Key responsibilities include establishing clear operating arrangements with DCDT, defining and documenting server and application responsibilities, and maintaining escalation procedures for shared infrastructure. The role involves maintaining an accurate server and systems register, including inventory of hardware, software, and configurations. Daily tasks include administering and monitoring assigned servers, ensuring system availability, performance, and capacity, and applying security patches and updates. The administrator will manage access controls, verify backups and support recovery readiness through testing, and respond to incidents by investigating, troubleshooting, and escalating issues as needed. Maintaining detailed technical documentation and contributing to root-cause analysis for recurring problems are also crucial aspects of the role.

Work Experience

Essential: At least 5 years of demonstrated experience administering production servers and supporting business-critical applications. Desirable: Experience managing server operating systems, web/application services, databases, monitoring, backups, patching, security hardening, and incident management.
