Organizational Context
The World Health Organization (WHO) in Guinea-Bissau operates within the Health Emergencies Incident Management System (IMS) at the country level. This role supports the development of strategic response and operational plans, outlining necessary activities and resources for WHO's leadership in health emergencies and the Health Cluster during humanitarian crises and outbreaks.
Job Purpose
The primary purpose of this consultancy is to support WHO Guinea-Bissau in developing robust operational plans for emergency preparedness, response, and recovery. This involves facilitating the creation of strategic response plans and WHO's operational plan, detailing required activities, staffing, equipment, and funding. The role is crucial for WHO to effectively fulfill its mandate as the lead technical agency in health emergencies and the Health Cluster lead during humanitarian crises and outbreaks. It ensures the systematic collection, evaluation, processing, and dissemination of information vital for the strategic and operational management of emergency incidents.
Responsibilities
Key responsibilities include facilitating the systematic collection of information for joint operations plans (4Ws) from WHO offices and partners, and collaborating on the development of strategic response frameworks and joint operations plans. The role involves supporting the creation of WHO's incident management workplans and budgets, and conducting regular planning reviews to forecast response requirements. Monitoring project and grant implementation, analyzing risks, and preparing transition/demobilization plans are also key duties. Additionally, the consultant will provide guidance on project management best practices and participate in communication activities and resource mobilization efforts.
Work Experience
Essential: Minimum of five years of relevant experience in planning, developing, managing, and monitoring technical programs or operations, or financial reporting within a public health or humanitarian international context. Demonstrated experience in coordinating and reporting on diverse teams and financial resources internationally. Desirable: Experience with WHO, UN, international organizations, health cluster partners, or humanitarian organizations; experience in change management and organizational development.
