EPI Technical Officer
Organizational Context
The WHO Country Office in Syria aims to improve national health, reduce mortality and morbidity, and increase access to quality healthcare through collaboration and partnerships. This role specifically focuses on strengthening the national immunization program, enhancing its coverage, quality, and accessibility, while also supporting broader health system improvements.
Job Purpose
The purpose of this role is to provide technical support and leadership for the Expanded Programme on Immunization (EPI) in Syria. This involves liaising with national counterparts and stakeholders to develop and implement EPI plans, strengthen monitoring and evaluation, and ensure the availability of essential vaccines and supplies. The role contributes to improving immunization coverage, particularly for vulnerable populations, and enhancing overall health outcomes through a robust and responsive immunization program, including preparedness for emergencies.
Responsibilities
Key responsibilities include liaising with the Ministry of Health and stakeholders on EPI plan development and implementation, providing technical support for routine vaccination, mass campaigns, and outreach activities, with a focus on micro-planning for high-risk groups. The role involves supervising vaccination activities, ensuring vaccine and equipment availability, and supporting training for immunization staff. It also includes compiling information on vaccine impact, developing project proposals, monitoring work plans and budgets, and reporting on progress. Additionally, the role supports research initiatives, advises on policies for Universal Health Coverage/immunization, assists in data analysis for improved outcomes, and contributes to emergency preparedness and response for vaccination.
Work Experience
Essential: A minimum of five years of progressive professional experience in immunization and vaccine development programs. Experience providing technical services in public health programs within resource-limited settings, and familiarity with intergovernmental agencies, the UN System, or WHO are required. Desirable: Experience in implementing immunization and surveillance activities in both stable and emergency situations, and experience with research proposals and data.
Skills
Very good knowledge of the Syrian health system. Strong program management skills for developing, implementing, monitoring, and evaluating public health plans. Ability to coordinate integrated, multi-sectoral public health interventions with diverse stakeholders. Knowledge of WHO policies and guidelines in immunization and surveillance. Skills in capacity building in resource-limited contexts. Excellent oral and written communication for reports and technical documents. Ability to advocate and communicate critical immunization messages.
