Project Manager
Organizational Context
The World Health Organization (WHO) Country Office in Guinea-Bissau, in partnership with the Ministry of Public Health and other stakeholders, implements projects to strengthen national health systems. This role supports a project led by INASA, focusing on enhancing capacities for Essential Public Health Functions, Universal Health Coverage, and Health Security.
Job Purpose
The Project Manager is responsible for the end-to-end management of WHO Country Office projects, ensuring effective delivery and oversight. This includes planning, organizing, and leading projects from initiation to closure, managing resources, and ensuring outputs meet agreed-upon tolerances for time, cost, scope, quality, risk, and benefits. The role involves coordinating with donors, partners, and beneficiaries to align with contractual commitments and WHO performance standards, ultimately contributing to the strengthening of national health policies and resilient health systems.
Responsibilities
Develop, implement, and update project plans, ensuring milestones are met within defined tolerances. Integrate sustainability dimensions, including social, gender, environmental, and economic aspects, throughout the project lifecycle. Manage the production of required outputs, taking responsibility for progress and resource utilization, and implementing corrective actions as needed. Ensure the quality of work packages and deliverables aligns with project requirements. Liaise with external suppliers for timely and quality output delivery. Manage the acceptance and delivery of work packages, monitoring project progress, controlling variances, and managing changes. Identify and mitigate project risks, advising senior management and advisory committees. Promote WHO service offerings and identify growth opportunities.
Work Experience
Essential: At least 2 years of professional experience in implementing complex multi-country public health projects, working with donors, governments, and partners in developing countries. Experience in project planning, implementation, control, communication, and reporting. Desirable: Experience in multicultural environments, UN system organizations, development/humanitarian contexts, and using assessment/prioritization tools.
