Regional Adviser (Health Workforce & Service Delivery)
Organizational Context
The Division of Health Systems supports countries in developing resilient, people-centred health systems. The Health Workforce and Service Delivery unit focuses on building future-ready health systems with appropriate workforces, service models, and tools. This role provides technical support across various care settings and leverages digital tools to enhance clinical practice and workforce planning.
Job Purpose
This role provides strategic leadership and technical expertise to the WHO Regional Office for Europe in Health Workforce and Health Service Delivery, crucial for achieving Universal Health Coverage (UHC). It involves advising Member States on developing and implementing policies and strategies to strengthen national health systems. The position leads the development of regional frameworks, provides expert guidance on reforms, and supports Member States in designing, implementing, and evaluating health workforce and service delivery initiatives. It also oversees the generation and dissemination of evidence, represents WHO/Europe, and fosters collaboration across programs and with external partners to advance resilient health systems.
Responsibilities
Provide strategic leadership and capacity building for Health Workforce and Health Service Delivery within the WHO Regional Office for Europe to enable Universal Health Coverage (UHC). Advise Member States on strengthening national and sub-national capacities for health workforce and service delivery policies and strategies. Lead the development and implementation of regional strategies and frameworks, offering technical guidance for health system strengthening and UHC advancement. Offer expert technical leadership on health workforce and service delivery policies and reforms, including planning, education, retention, mobility, and integrated service delivery models. Guide and support Member States in designing, implementing, monitoring, and evaluating health workforce and service delivery policies and innovative approaches. Oversee the implementation and evaluation of regional priorities, ensuring technical excellence and coherence with WHO standards. Lead the generation, analysis, and dissemination of evidence and intelligence on health workforce and service delivery. Represent WHO/Europe as the regional focal point, building partnerships with Member States and stakeholders. Provide strategic leadership for cross-programmatic and intersectoral initiatives. Manage program planning, implementation, and performance, including resource mobilization.
Work Experience
Essential: Minimum 10 years of combined national and international experience in health systems, with specific expertise in health workforce and services. Experience in senior leadership, policy advising, health systems analysis, planning, management, and research. Proven track record of publishing in peer-reviewed journals. At least 10 years of project/program management experience, including resource mobilization. Desirable: Experience within the European Region and developing multi-sectoral policies.
Skills
Proven experience in health workforce and service delivery policy development and implementation. In-depth knowledge of political, social, and health systems in the European Region. Ability to work in and motivate diverse teams. Proficiency in standard office software. Knowledge of the WHO and UN system is an asset.
