Data Management Officer
Organizational Context
The World Health Organization (WHO) in Lesotho supports the government in implementing key health programs by ensuring the availability of timely and quality data. This role contributes to improving the national health information system, enhancing capacity for health emergencies, strengthening data quality, building national data management capabilities, and producing data analytics for informed decision-making.
Job Purpose
The Data Management Officer will support the Ministry of Health and stakeholders in Lesotho to strengthen health information and surveillance systems. This involves maximizing the use of systems like DHIS2 and IDSR, integrating program data, and enhancing interoperability. The role also supports outbreak detection and response through real-time data management and dashboard development, contributes to data reporting and analysis for public health bulletins, and builds capacity in data management through training and mentorship. The ultimate goal is to improve the quality, completeness, and timeliness of health data for effective planning, decision-making, and response to public health challenges.
Responsibilities
Key responsibilities include supporting the strengthening of national and district health information systems using tools such as DHIS2 and IDSR, and ensuring the integration and interoperability of various data systems. The role involves supporting disease surveillance, including linkage with climate change data, and enhancing case-based reporting. Additionally, the officer will support outbreak detection and response by building capacities for data collection, managing real-time outbreak data, and developing dashboards. Responsibilities extend to statistical and epidemiological analysis, producing data visualizations and public health bulletins, and conducting data quality assessments. Capacity building through training and mentorship for Ministry of Health staff is also a core function.
Work Experience
Essential: At least two years of relevant experience in public health or managing health-related data. Desirable: Experience working with UN agencies or public health programs outside of government, and experience in managing outbreak-related data or health systems data.
Skills
Proficiency in supporting health program planning, coordination, and implementation. Strong analytical and organizational skills. Ability to engage in collaborative multi-sectoral partnerships. Knowledge of health and safety regulations. Expert knowledge of English is essential; intermediate knowledge of Sesotho is desirable.
