Organizational Context

The World Health Organization (WHO) in Guinea-Bissau operates within the Health Emergencies Incident Management System. This role is situated at the country level, contributing to the management of construction and rehabilitation projects at incident sites.

Job Purpose

The OSL Construction Officer is responsible for managing construction and rehabilitation projects at incident sites within the WHO Health Emergencies Incident Management System in Guinea-Bissau. This involves planning, design, procurement, and supervision of construction activities, including Field Hospitals, Field Treatment Centers, and WASH facilities. The role ensures compliance with WHO standards, local regulations, and project specifications, while managing resources, materials, and budgets effectively to deliver critical infrastructure for emergency health responses.

Responsibilities

Planning and evaluating existing facilities to identify construction or rehabilitation needs. Participating in project design, ensuring technical requirements and local regulations are met. Developing blueprints for Field Hospitals, Field Treatment Centers, and WASH facilities. Defining construction projects, including labor, equipment, materials, and budgets. Supporting technical calls for tenders and procuring construction services. When directly implementing projects, identifying local materials, coordinating machinery use, negotiating permits, managing inventory, and providing technical support for local purchases. Preparing invoices and managing cash flow for payments. Supervising and monitoring construction progress, ensuring adherence to WHO and Ministry of Health protocols and quality standards. Acting as the primary liaison with construction companies and supervising any WHO construction staff. Ensuring timely delivery of required documentation, such as company registration certificates.

Work Experience

Essential: At least five years of experience in emergency humanitarian operations at national and international levels, managing emergency health, WASH, and logistics operations. Desirable: Experience with WHO, UN system, recognized humanitarian organizations, or international NGOs in outbreak or health emergency response.
