Organizational Context

The World Health Organization (WHO) Regional Office for Africa (AFRO) serves 47 Member States, aiming to improve health and well-being by translating global health initiatives into regional plans. AFRO provides technical, operational, and logistical support to governments for public health activities, including mass immunization campaigns. To address challenges with cash-based payments for operational costs, AFRO is working with the Gates Foundation to digitize these payments for improved efficiency, transparency, and security.

Job Purpose

This consultancy aims to support WHO Country Offices and Ministries of Health in designing, establishing, and implementing digital payment ecosystems for health workers. The role involves providing technical assistance for national task forces, selecting service providers, scoping beneficiary databases, configuring enrollment applications, overseeing enrollment operations, piloting digital payments, managing project implementation, and building capacity among staff and partners. The ultimate goal is to enhance the quality of health interventions through rapid, secure, and traceable digital payment processes, aligning with global health priorities and responding to urgent needs highlighted by events like the COVID-19 pandemic.

Responsibilities

Key responsibilities include providing technical support to National Taskforces for project management, assisting in the selection and contracting of digital financial service providers, and defining the scope of beneficiary databases. The consultant will also support the configuration and use of enrollment applications, oversee enrollment operations including training and monitoring, and assist in piloting digital payment processes. Project management duties involve tracking deliverables, facilitating communication among stakeholders, and providing regular updates. Additionally, the role requires supporting capacity-building activities for WHO Country Office staff and Ministry of Health personnel on digital payment processes through training and workshops.

Work Experience

Essential experience includes at least 2 years (P2) or 5 years (P3) of progressive experience at national and international levels in designing, setting up, and implementing digital financial services in sub-Saharan Africa. Relevant working experience with governments, international organizations, NGOs, or donors is also required. Experience in planning, managing, and delivering cross-functional projects in multicultural settings is crucial.

Skills

Sound knowledge of the Sub-Saharan Africa digital payments landscape. Proven track record in project planning, management, and delivery in international settings. Ability to think strategically, re-engineer processes, and formulate comprehensive plans. Strong communication and persuasion skills for complex issues. Expert knowledge of English or French, with working knowledge of the other language.
