Data Manager
Organizational Context
The World Health Organization (WHO) Angola office seeks a Data Manager to support the National Health Authorities in improving integrated disease surveillance data management. This role focuses on enhancing data quality for vaccine-preventable diseases, particularly Polio, AFP, and Measles surveillance, to facilitate timely decision-making and response activities.
Job Purpose
The Data Manager will provide crucial technical support to Angola's National Health Authorities, focusing on strengthening integrated disease surveillance (IDSR) data management. This includes improving data quality for Polio, AFP, and Measles surveillance to enable effective decision-making and response for vaccine-preventable diseases. The role involves ensuring regular data harmonization meetings and supporting the national vaccination program by assessing data management needs, developing SOPs, and conducting supervisory visits to verify data quality. Ultimately, the purpose is to enhance the use of data for public health interventions and disease control efforts within Angola.
Responsibilities
The Data Manager will improve data management practices and data utilization for Polio/AFP and vaccine-preventable disease surveillance, assisting national and sub-national vaccination program staff in strengthening data flow. Responsibilities include regular data compilation, quality control, and analysis to support surveillance and decision-making. The role involves ensuring data harmonization sessions at national and provincial levels, conducting needs assessments to identify and address data management weaknesses, and developing training materials. Additionally, the Data Manager will develop and implement Standard Operating Procedures for data management, backup, and archiving, conduct supervisory visits for data quality verification, and support the production of feedback bulletins for stakeholders. The position also includes performing other related duties as requested by supervisors.
Work Experience
Essential: At least 5 years of experience in data management, epidemiology surveillance, vaccination, or accelerated disease control and surveillance of vaccine-preventable diseases. Desirable: Concrete experience in data management, epidemiology, and/or statistics.
Skills
Excellent computer knowledge, particularly in data management programs. Technical expertise in data management, epidemiology, and infectious disease control. Ability to conduct operational research, evaluation, monitoring, review, and data analysis. Strong teamwork and adaptability to diverse cultural contexts. Capacity for travel within Angola.
