It provides strategic advice, convenes stakeholders, and facilitates the use of evidence to inform national health priorities and goals, acting as a trusted advisor to national counterparts.

Job Purpose

The Programme Assistant provides essential day-to-day support for programme, financial, human resources, and administrative functions within the WHO Country Office in Uzbekistan. This role is crucial for the smooth operation of projects and technical units, ensuring that global and regional health commitments are effectively translated into national action. The incumbent will assist in managing financial transactions, monitoring project implementation, and providing administrative guidance to staff, thereby contributing to the achievement of national health priorities and WHO's broader objectives.

Responsibilities

Provide comprehensive administrative support for programme activities, including managing financial transactions, processing payments, and reconciling accounts. Monitor project budgets and expenditures against work plans, alerting supervisors to any discrepancies or delays. Brief staff on financial, administrative, and HR procedures. Assist with human resources tasks such as contract monitoring and maintaining HR plans. Coordinate administrative functions, manage office space, and handle incoming correspondence. Draft and finalize correspondence and reports. Maintain filing systems and provide logistical support for meetings and travel. Collaborate with colleagues to ensure efficient administrative processes.

Work Experience

Essential: Minimum of five years of relevant secretarial or administrative experience. Desirable: Experience in administrative and financial support within the WHO or UN system, and proficiency with enterprise resource planning systems.

Proficiency in administrative and financial procedures, rules, and regulations. Strong writing and reporting skills. Effective client relationship management. Basic financial accounting abilities. Competence in standard office software and database management. Research and information organization skills. WHO competencies: Teamwork, Respecting and promoting individual and cultural differences, Communication, Producing results, Ensuring the effective use of resources. Language: Expert knowledge of English and the local language.
