Organizational Context

The Ministry of Health and Public Hygiene (MSHP), in collaboration with the World Health Organization (WHO), conducted a prospective analysis of health programs in Senegal for 2026-2027. This initiative aims to identify strategic priorities, territorial vulnerabilities, and high-impact interventions to improve health indicators and accelerate health system transformation in line with Senegal's Vision 2050.

Job Purpose

The purpose of this consultancy is to finalize a prospective analysis document for Senegal's health programs. The role involves ensuring the document's editorial quality, readability, and visual impact, contributing to its strategic scope without altering the technical content. The consultant will support the structuring of information, enhance visual presentation, and ensure the document serves as a clear, synthetic, and accessible reference tool for shared understanding, prioritization, and advocacy. This is crucial for accelerating progress towards Sustainable Development Goal 3 (Good Health and Well-being) by 2030.

Responsibilities

The consultant will conduct a thorough review of provisional versions and regional summaries of the prospective analysis. Key duties include consolidating identified gaps in priority health areas (e.g., maternal and child health, nutrition, universal health coverage, non-communicable diseases, digital health), and harmonizing regional priorities with national programs. The consultant will also facilitate technical validation workshops with technical departments and partners, produce a consolidated, structured final version compliant with WHO/MSHP standards, and support dissemination by preparing an executive summary and communication materials like policy briefs and PowerPoint presentations.

Work Experience

Essential: Minimum of 5 years of relevant professional experience in strategic analysis, planning, and monitoring & evaluation, with at least one similar production in the last three years. Desirable: Proven experience in communication, particularly in document editing (proofreading), and proficiency in digital design tools. Experience with WHO, UN, international organizations, or the Ministry of Health is also desirable.
