Organizational Context
The World Health Organization (WHO) in the Democratic Republic of Congo supports public health emergency preparedness and response. To enhance operational management within the Emergency Preparedness and Response (EPR) Cluster, a Consultant International Management and Administration Officer (MGA Officer) is sought. This role will provide crucial administrative, financial, and operational support, working closely with various teams to ensure effective implementation of EPR activities.
Job Purpose
The primary purpose of this role is to provide high-quality administrative, financial, logistical, and operational support to the WHO's Emergency Preparedness and Response (EPR) Cluster in the Democratic Republic of Congo. The MGA Officer will ensure the efficient execution of EPR activities and adherence to WHO's management procedures. This involves supporting budget preparation and monitoring, overseeing administrative tasks, managing financial execution, ensuring compliance with financial and administrative rules, and contributing to the smooth operation of emergency response initiatives. The role is critical for maintaining operational integrity and supporting the cluster's objectives in a complex and demanding environment.
Responsibilities
The MGA Officer will be responsible for administrative and operational management, including tracking EPR activities, ensuring compliance with WHO administrative procedures, and supporting operational planning. This includes managing documentation and providing support for HR and logistics. Financial and budgetary management involves assisting with budget preparation, monitoring execution, reporting on financial status, and ensuring adherence to WHO financial regulations. The role also entails managing compliance and audit matters, tracking audit recommendations, improving internal controls, and upholding risk management policies. Furthermore, the MGA Officer will support emergency operations by participating in preparedness and response activities, providing rapid administrative support during deployments, and contributing to operational reporting.
Work Experience
A minimum of five years of relevant experience in administrative and operational management is required. Experience in financial management, administration, or human resources is essential. Experience in emergency operations or humanitarian programs is highly desirable. Prior experience with WHO, the UN system, or other international organizations is an advantage.
