Job Purpose
The purpose of this role is to ensure the effective implementation of WHO's Country Cooperation Strategy in Syria, focusing on improving health outcomes and advancing Universal Health Coverage. This involves conducting program planning for Sexual and Reproductive Health (SRH), hospital care, trauma, rehabilitation, and disability services. The role contributes to strengthening health systems, particularly in an emergency and recovery context, by providing technical advice, fostering partnerships, advocating for capacity building, and ensuring effective coordination of health sector activities. The position plays a crucial part in preventing, preparing for, responding to, and recovering from health emergencies, thereby enhancing overall health outcomes and progress towards UHC.
Responsibilities
Conduct program planning for Sexual and Reproductive Health (SRH), hospital care, trauma, rehabilitation, and disability services, providing technical advice to local authorities on priorities and national strategies. Promote effective communication, build partnerships, and ensure collaboration among stakeholders. Participate in and advocate for national activities including strategic planning, program reviews, resource mobilization, and stakeholder meetings. Analyze best practices in SRH programs, health facilities, and population health studies. Identify hazards and disease sources, recommending appropriate responses and preventative measures. Prepare progress reports, briefings, proposals, and advocacy documents. Coordinate Government-WHO collaborative programs in SRH and related health services. Participate in and coordinate intersectoral humanitarian and development programs. Advocate for and engage in capacity building in SRH, hospital care, trauma care, rehabilitation, and disability services. Contribute to and ensure compliance of annual work plans with national strategies and WHO frameworks. Supervise project fund utilization and ensure timely documentation. Conduct field visits to monitor program implementation.
Work Experience
Essential: Minimum of 5 years of progressively responsible professional experience in sexual and reproductive health, and in hospital, trauma, rehabilitation, and disability development, including policy work. Experience in capacity building and knowledge of health sector activities in emergency response, early recovery, and development contexts. Desirable: Familiarity with WHO mandate and goals, or experience with UN organizations, international institutions, or NGOs.

Proven capacity-building skills. Demonstrated knowledge of health sector activities in emergency response and relief. Broad knowledge of emergency programs, policies, and interventions. Ability to work under pressure. Excellent presentation skills. Expert knowledge of English and Arabic.
