Job Purpose
The Technical Officer (Emergency Medical Teams) will lead the implementation of the Ukrainian National Initiative for Emergency Medical Teams (UNITE Project) at the country level. This role serves as the primary interface between the WHO Country Office, regional and headquarters offices, the Center for Disaster Medicine, consortium partners, donors, and national authorities. The incumbent is responsible for the overall implementation and day-to-day management of the UNITE/KAPP Project in Ukraine, ensuring timely delivery of activities, milestones, and reporting requirements in alignment with the project's workplan, budget, and monitoring framework.
Responsibilities
Key responsibilities include serving as the main focal point for the UNITE/KAPP Project, coordinating with national and international stakeholders, and supporting the Head of the Center for Disaster Medicine in project implementation. This involves managing consortium partners, facilitating the development of the National EMT Action Plan, and providing technical and logistical support for EMT validation visits. The role also entails fostering collaboration among health and civil protection authorities, supporting capacity-building initiatives, and overseeing digital solutions for EMT coordination. Additionally, the officer will monitor project progress, manage risks, ensure compliance, coordinate reporting, support resource mobilization, and represent WHO in relevant forums.
Work Experience
Essential: Minimum of two years of professional experience in project management, planning, implementation, coordination, and evaluation of health, public health, or health emergency programs/projects. Experience coordinating multiple stakeholders and managing workplans, budgets, monitoring, and reporting is required. Experience working in Ukraine or the WHO European Region is essential. Desirable: Experience supporting national/international EMT systems, familiarity with WHO EMT frameworks, experience with UN/WHO, and in health emergency preparedness/response or disaster risk management.
