Organizational Context
The WHO Country Office in China supports national health security, emergency preparedness, and communicable disease control, aligning with IHR 2005 and GPW 13. This role contributes to strengthening the public health system and improving health security, focusing on monitoring, early warning, response, and infectious disease control, while also supporting China's global health engagement.
Job Purpose
This role provides technical support and advice to WHO China on health emergencies and communicable diseases. The incumbent will coordinate with technical focal points, deliver key technical products, and organize events. Responsibilities include supporting WHO's approach to emergency risk management, preparedness, IHR implementation, risk assessments, and infectious hazard management. The position also involves collaborating with national stakeholders to analyze gaps, improve strategies, and enhance national capacity for preparedness and response to outbreaks and health emergencies.
Responsibilities
Provide technical support for WHO's approach to Emergency Risk Management, Country Preparedness, International Health Regulations, Risk & Situation Assessments, and Infectious Hazards Management. Collaborate with ministries and stakeholders to analyze gaps in emergency preparedness and management, and support the improvement of national strategies and response plans. Assist in assessing capacities and developing training for strengthening core capacities under IHR (2005). Support national authorities and the WHO Health Emergencies programme to enhance preparedness and response to emerging infectious diseases and health emergencies. Facilitate evidence generation, advocacy, and partnerships for communicable disease prevention and control. Advise on the development and implementation of national strategies for health systems improvement and capacity building in communicable disease control. Capture and disseminate best practices. Identify collaboration opportunities and prepare briefings and presentations.
Work Experience
Essential: Minimum of two years of relevant work experience supporting public health programs, including epidemic/emergency preparedness and response at the provincial or national level. Desirable: Professional experience with public health stakeholders in China on health emergencies and communicable diseases; knowledge of WHO mandate and experience with UN funds/programmes.
Skills
Knowledge of emerging infectious diseases and epidemic/emergency preparedness and response. Understanding of International Health Regulations (IHR 2005).
