SSA - DHIS2 Technical Analyst
Organizational Context
The World Health Organization (WHO) is supporting the Vanuatu Ministry of Health in managing its national public health reporting system, VanHMIS, which is built on the DHIS2 platform. This role is situated within the Ministry of Health, collaborating with the Digital Health team and the Department of Communications and Digital Transformation (DCDT), with WHO providing technical support.
Job Purpose
The DHIS2 Technical Analyst will provide essential first and second-level technical support for Vanuatu's national public health reporting system, VanHMIS. This role is crucial for ensuring the reliable day-to-day operation of the DHIS2 platform, improving user support services, and strengthening data quality and system configuration. By addressing user issues, resolving technical problems, and supporting data quality initiatives, the analyst will enhance the Ministry of Health's capacity to utilize health data effectively for planning and decision-making. The position aims to improve overall system performance and user experience, contributing to better health information management within Vanuatu.
Responsibilities
Provide first-level DHIS2 user support, acting as the primary contact for VanHMIS users across all levels of the health system. This includes receiving, logging, and resolving routine issues such as login problems, password resets, user access, and basic troubleshooting, while also guiding users on data entry and escalating infrastructure issues. Conduct second-level technical and configuration support, investigating and resolving complex DHIS2 application issues, supporting approved configuration changes (e.g., data elements, indicators, reports), and ensuring changes follow a controlled process. Troubleshoot reporting and analytics issues, and escalate unresolved defects or performance concerns. Strengthen data quality by supporting routine checks, assisting teams in resolving data issues, configuring validation rules, and supporting reporting processes. Manage user access, roles, and security procedures, including account creation, updates, and access reviews, promoting responsible system use. Support training and capacity building by providing hands-on coaching, developing user guides, and assisting with training sessions. Monitor system operations, identify issues, and coordinate with relevant teams for maintenance and improvements.
Work Experience
Essential: Minimum two years of experience in information system user support, including troubleshooting and issue logging. Experience with data collection/reporting systems (preferably in health or public sector). Experience supporting users with varying digital literacy and proficiency in Microsoft Excel. Experience developing user guidance materials. Desirable: Experience supporting health reporting systems, training users, and prior experience with DHIS2 or similar health information systems.
