Organizational Context
The Expanded Special Project for Elimination of Neglected Tropical Diseases (ESPEN) operates within the WHO's DPC Cluster, supporting Member States in achieving SDG targets for preventive chemotherapy NTDs. It focuses on five NTDs amenable to preventive chemotherapy in the African and Eastern Mediterranean regions, guided by the DPC's strategic agenda to build resilient, agile, and responsive health systems.
Job Purpose
This role is crucial for supporting Member States in achieving SDG targets related to preventive chemotherapy for neglected tropical diseases (PC-NTDs). The position will contribute to the ESPEN program's objective of reducing morbidity, mortality, and disability associated with NTDs by facilitating integrated, evidence-based, and people-centered approaches. This involves providing leadership in data management, ensuring system resilience, and supporting the generation of strategic information and knowledge products to drive progress towards the NTD Roadmap 2021-2030 targets.
Responsibilities
Key responsibilities include acting as a technical focal point for aligning NTD data collection and reporting tools with WHO HQ, national programs, and partners. The role involves leading the integration of data into the ESPEN Data Portal, contributing to resource mobilization and advocacy, and collaborating on data management. Additionally, the incumbent will develop and oversee data backup, recovery, and business continuity strategies, mitigate cybersecurity and data quality risks, and implement data-sharing agreements. The position also requires developing APIs and data visualization tools, technically reviewing preventive chemotherapy data, and providing support to disease-specific officers and Ministries of Health to improve data quality and management capacity.
Work Experience
Essential: A minimum of five years of experience in public health data management and analysis at a national or international level. This includes experience in managing and utilizing program data for decision-making and working with National NTD Programmes. Desirable: At least three years of experience working with WHO or other international organizations, diverse work experiences (private sector, NGOs, UN, governmental health agencies), and experience in developing countries.
Skills
Excellent knowledge of database, data warehouse, and data-driven application architecture design, development, and implementation. Proven skills in SQL Server, Business Intelligence tools (e.g., Microsoft Power BI, Tableau), and GIS (ArcGIS online/Desktop). Knowledge of statistical principles, methods, and software packages for data analysis. Good understanding of NTD data flow, collection processes, and preventive chemotherapy planning and implementation principles.
