National Consultant - Desk Review And Update Of Essential Package Of Health Services In Nigeria For Ephfs
Organizational Context
The World Health Organization (WHO) in Nigeria, through the EU-SPHN program, aims to strengthen the health system. This role supports Nigeria's Universal Health Coverage and health security goals by assessing and updating the Minimum Package of Health Services (MPHS) to better incorporate Essential Public Health Functions (EPHFs). The consultancy will review and refine these service packages for national dissemination.
Job Purpose
This consultancy's purpose is to conduct a comprehensive desk review of Nigeria's existing Minimum Package of Health Services (MPHS). The role will develop evidence-based recommendations for integrating Essential Public Health Functions (EPHFs) into these service packages. By facilitating the update and national dissemination of the Essential Package of Health Services (EPHS), this position contributes to strengthening Nigeria's health system resilience, enhancing health security, and advancing progress towards Universal Health Coverage. The work is crucial for ensuring health services adequately address current and emerging public health challenges.
Responsibilities
The consultant will conduct an inception meeting and develop an inception report with a workplan. Responsibilities include performing a systematic review of relevant documents, developing an EPHF assessment and mapping framework, and undertaking a gap analysis of existing service packages. The role involves documenting best practices from comparable countries and drafting recommendations for EPHF integration. Additionally, the consultant will facilitate stakeholder reviews and validation workshops to update the Essential Package of Health Services, culminating in the submission of draft and final reports. Key deliverables include an inception report, desk review report, gap analysis matrix, draft recommendations framework, validation presentation, and a final consultancy report.
Work Experience
Requires a minimum of 5-7 years of relevant experience in public health or health systems strengthening. Demonstrated experience in health policy analysis, health service package development, and conducting desk reviews, policy analyses, and technical report writing is essential. A good understanding of Nigeria's health system and knowledge of the WHO Essential Public Health Functions framework are also required.
Skills
Strong analytical skills, excellent technical writing abilities, stakeholder engagement and facilitation skills, and the ability to work independently and meet deadlines.
