Organizational Context

The WHO Health Emergencies Programme (The Programme) builds Member State capacity to manage health risks and coordinates international responses to outbreaks and public health events, providing relief and recovery. This role supports regional and country-level project development and implementation within this critical program.

Job Purpose

The Project Management Officer supports the WHO Health Emergencies Programme by developing proposals for funding from entities like the Pandemic Fund and other donors. This role strengthens collaboration with regional bodies such as ASEAN and ACPHEED, and facilitates joint projects with multilateral financing institutions like the World Bank and ADB. The position is crucial for coordinating monitoring mechanisms, technical working groups, and ensuring effective project implementation, reporting, and compliance across regional and country offices to deliver measurable results for Member States.

Responsibilities

Develop proposals for the Pandemic Fund and other donors. Strengthen collaboration with ASEAN and ACPHEED. Assist in developing joint projects with multilateral financing entities. Coordinate regional monitoring mechanisms and technical working groups, including facilitating meetings and tracking action points. Liaise with Country Focal Points and regional entities for project implementation and monitoring. Develop log frameworks and monitoring templates. Monitor overall project implementation, coordinating with regional and country office staff. Prepare project reports and ensure contractual compliance. Report and mitigate programme management issues and risks. Coordinate project visibility activities. Coordinate evaluation activities for organizational learning. Provide comprehensive technical and administrative support for WHO activities coordinated by SEARO and WPRO. Perform other related duties and submit an end-of-assignment report.

Work Experience

Essential: Minimum of five years of experience in programme management within the health or development sector, including at least two years of international exposure. Desirable: Experience working within the UN system.
