Organizational Context
The World Health Organization (WHO) program in Mozambique aims to strengthen national capacity for preventing and controlling noncommunicable diseases (NCDs), mental health conditions, injuries, and road safety. It supports evidence-based policies, multisectoral interventions, surveillance, and health promotion, aligning with global frameworks and SDGs to foster healthier populations.
Job Purpose
This role provides senior-level technical support to Mozambique's Ministry of Health and stakeholders. The purpose is to enhance the development, implementation, monitoring, and evaluation of integrated policies and strategies for NCDs, mental health, injuries, road safety, and health promotion. The incumbent will coordinate WHO's technical assistance, ensure alignment with global strategies, foster multisectoral collaboration, build national capacity, and lead health promotion efforts to address determinants of health and improve health literacy and community engagement.
Responsibilities
Provide strategic technical leadership and policy advice to the Ministry of Health and stakeholders on NCDs, health promotion, mental health, injuries, trauma, and road safety. Support the implementation of WHO global strategies and normative guidance, promoting integration into primary healthcare and UHC. Strengthen national capacity through technical guidelines and training. Enhance surveillance systems for NCDs and risk factors, supporting data analysis and use for policy development. Foster multisectoral collaboration across government sectors and with external partners. Lead health promotion and risk factor reduction strategies, including tobacco control and road safety interventions. Develop and advocate for evidence-based public health policies and regulatory frameworks. Provide technical oversight for program planning, implementation, monitoring, and resource management, ensuring timely delivery and compliance. Prepare high-quality technical reports and facilitate communication among stakeholders.
Work Experience
Essential: Minimum of seven years of progressive professional experience in public health programs, including NCDs, health promotion, tobacco control, mental health, injury prevention, or road safety. Demonstrated experience in policy/strategy development, implementation, monitoring, and evaluation, with proven leadership, program management, and partnership development skills. Desirable: Experience with WHO or other international organizations, knowledge of WHO guidance, policy dialogue, resource mobilization, and experience in low- and middle-income countries.
Skills
Expert knowledge of Portuguese. Working knowledge of English. Strong skills in producing results, teamwork, communication, adapting to change, and self-management. Experience in technical leadership, program management, multisectoral coordination, policy development, advocacy, and resource mobilization.
