Organizational Context

The World Health Organization (WHO) Country Office in the Democratic Republic of Congo is implementing emergency response activities under the Incident Management System. This role supports the national health authorities and WHO's emergency program, focusing on preparedness, detection, and response to health emergencies, particularly in managing treatment centers.

Job Purpose

The Health Logistician Officer will provide technical support for the planning, monitoring, evaluation, and implementation of health logistics activities within the WHO's emergency response framework in the Democratic Republic of Congo. This includes supporting the establishment and management of health facilities, mobile health activities, vaccination campaigns, patient transport, laboratory sample transport, and WASH in health facilities. The role is crucial for ensuring the effective and safe operation of health infrastructure, particularly Ebola treatment and transit centers, and for strengthening local capacity in health logistics management during health emergencies.

Responsibilities

Provide technical support for the management of Ebola treatment and transit centers, ensuring adherence to WHO standards and addressing identified gaps in collaboration with the Ministry of Health. Organize practical training and mentorship for staff on WASH management in these centers to facilitate knowledge transfer and safe transition. Offer technical guidance to Ministry of Health teams and WASH personnel on the appropriate and safe functioning of Ebola treatment and transit centers. Facilitate the secure opening of new centers by mentoring newly recruited staff. Support the Ministry of Health in developing national Standard Operating Procedures (SOPs) for the safe management of Ebola treatment and transit centers and assist functional centers in implementing these SOPs. Conduct assessments of Ebola treatment and transit center infrastructure using standardized tools and develop site-specific improvement plans. Monitor, evaluate, and document national progress in health logistics activities within health facilities and other incident management system activities. Design and deliver necessary training to Ministry of Health staff and partners to enhance local capacity. Prepare required evaluation and situation reports for communication with relevant stakeholders. Support quality improvement and operational research activities related to Ebola treatment and transit center infrastructure and operations. Perform any other incident-related tasks as required.

Work Experience

Essential: At least one year of relevant experience, at national or international levels, in the design and management of Ebola virus disease or Marburg virus disease treatment centers. Experience in developing and promoting collaborative actions with national authorities. Desirable: Experience or good knowledge of WHO's mandate and objectives, or experience within UN agencies, international institutions, Health Cluster partners, recognized humanitarian organizations, or NGOs.
