Organizational Context

The World Health Organization (WHO) is supporting the Democratic Republic of Congo in its response to the Ebola Virus Disease outbreak. This role is part of efforts to decentralize laboratory diagnostic capabilities to affected areas, aiming to improve response times and accessibility. The position is based in Bunia, within a complex humanitarian and security environment.

Job Purpose

The Laboratory Logistician (G5) will coordinate the logistical aspects of laboratory activities for the Ebola response in the Democratic Republic of Congo. This includes managing equipment, supplies, sample transportation, and stock monitoring. The role also involves assessing infrastructure needs for decentralized diagnostics and ensuring efficient supply chain operations. The incumbent will work under the supervision of the Laboratory Pillar Lead and in close collaboration with the National Institute of Biomedical Research (INRB) to support the network of laboratories involved in the response, ensuring timely and accurate diagnostic services.

Responsibilities

Key responsibilities include coordinating the logistics for Ebola response laboratories by monitoring equipment, reagents, consumables, and supplies. The role involves providing regular updates on logistical needs, challenges, and gaps, and supporting the distribution of equipment and consumables to decentralized laboratories. Additionally, the Logistician will oversee the transportation of biological samples according to biosafety procedures, track deliveries and material movements, and identify logistical constraints to propose corrective actions. The position also entails conducting site assessments for decentralized diagnostics, evaluating infrastructure needs (including power, cold chain, biosafety, and connectivity), and preparing relevant reports. The incumbent will also collect, consolidate, and share logistical information from involved laboratories, produce weekly reports on logistical activities and laboratory network performance, and monitor consumption indicators and stock availability.

Work Experience

A minimum of five years of experience in logistics, supply chain management, or a related field is required. Experience in a humanitarian or public health context, particularly in laboratory logistics or managing medical supplies, is highly desirable. Experience with inventory management, transportation coordination, and infrastructure assessment is also beneficial.
