The World Health Organization (WHO) in the Democratic Republic of Congo (DRC) is implementing a collaborative surveillance project to address recurring major epidemics like cholera, mpox, measles, and Ebola. Job Purpose
The purpose of this role is to provide national expertise for the coordination and implementation of collaborative surveillance in the Democratic Republic of Congo. The expert will support the Ministry of Health, WHO, and partners in planning, executing, monitoring, and documenting project activities. This includes developing a national strategic plan, coordinating partners, establishing baselines for key diseases, and applying collaborative surveillance principles to Ebola response efforts. The role is crucial for strengthening the country's capacity to prevent, detect, and respond to public health emergencies through improved surveillance systems and data utilization.
Responsibilities
The expert will be responsible for the overall coordination of the collaborative surveillance project in the DRC. This includes developing and maintaining a detailed operational plan, coordinating activities with national and provincial health authorities, research institutions, and various partners. Key duties involve organizing and documenting technical coordination meetings, supporting the development of the five-year national strategic plan for collaborative surveillance, and overseeing partner mapping and resource mobilization efforts. The role also entails coordinating the 7-1-7 analysis for cholera, mpox, and measles, facilitating the application of collaborative surveillance to Ebola response, and ensuring the monitoring of project results, deliverables, indicators, and timelines. Documentation of progress, challenges, decisions, and lessons learned is also a core responsibility.
Work Experience
A minimum of three years of relevant professional experience in epidemiological surveillance, public health project management, or emergency response is required. Demonstrated experience coordinating with the Ministry of Health, national programs, provinces, and partners is essential. Experience in strategic planning, organizing national workshops, and drafting implementation plans or frameworks is also necessary. Experience analyzing or using surveillance data for decision-making is required. Experience in Ebola response or other major epidemic outbreaks is an asset, as is familiarity with the 7-1-7 approach, collaborative surveillance, interoperability, or partner mapping.
