Senior Operations Officer
Organizational Context
Country Management Support Units (CSUs) are established within WHO to support managers and staff in administrative and financial matters, ensuring compliance with organizational policies and regulations. This role is part of the AF_NGA Nigeria department, contributing to the overall operational efficiency of the WHO country office.
Job Purpose
The Senior Operations Officer provides authoritative advice and strategic guidance to the WHO Country Office head and staff on all operational aspects, including finance, human resources, procurement, ICT, and security. The role involves leading operations teams to deliver services in compliance with WHO policies, developing solutions for business needs, and managing resources effectively. This position is crucial for ensuring the smooth functioning of the country office, adapting to changing environments, and supporting emergency operations when necessary.
Responsibilities
Provide expert advice on country office operations, interpreting policies and ensuring compliance. Lead and manage operations teams across finance, HR, procurement, ICT, security, and administration. Develop strategic solutions and advise on the overall direction of the country office. Ensure effective financial resource management, including planning, monitoring, budgeting, and reporting. Oversee project proposal formulation and ensure adherence to administrative and financial regulations. Manage HR plans, including recruitment, contract management, and staff development. Guide workplan planning and implementation. Lead procurement processes for goods and services. Ensure office and staff security. Implement operational procedures in emergency settings and introduce innovations for efficiency. Coordinate with the Business Operations network and represent the WHO country office in inter-agency forums.
Work Experience
Essential: Minimum of ten years of relevant work experience in administrative and managerial services, with at least four years in managing and leading teams. Desirable: Experience with WHO, UN agencies, delivering operational services in developing countries, managing operations in emergency contexts, and knowledge of ERP systems.
