Job Purpose
This role provides crucial technical support and coordination for integrating Gender, Equity, and Human Rights (GER), and Gender-Based Violence (GBV) prevention and response into Ukraine's health sector. The incumbent will work to ensure these critical components are mainstreamed into national health policies and programs, aligning with WHO's broader objectives of health equity and addressing socioeconomic determinants of health. The position is key to translating global and regional commitments into tangible national actions, enhancing collaboration with various stakeholders, and ultimately contributing to a more equitable and rights-based health system in Ukraine.
Responsibilities
The Technical Officer will provide technical support and coordination for GER and GBV interventions in Ukraine. Key duties include: collaborating with national counterparts, regional offices, and international partners; updating and adapting GER/GBV guidelines and tools for national use; developing a country workplan for GER/GBV mainstreaming and supporting program teams in integrating these approaches. Responsibilities also involve conducting data analysis (sex- and age-disaggregated data, gender analysis, GBV risk assessments), preparing communication materials, and supporting the integration of GBV prevention and response into essential health services, particularly for vulnerable populations. The role includes developing training programs for capacity building, supporting curriculum integration, coordinating missions, preparing progress reports, exploring fundraising opportunities, and assisting with other related tasks as assigned.
Work Experience
Essential: Minimum 2 years of experience in health and/or social sectors, including public sector experience, with proven ability to write reports, review policies, and analyze policy documents. Desirable: Experience with international organizations in policy advice for GBV/GER, health systems strengthening, or healthcare service delivery; experience with WHO or the UN.
Skills
Demonstrated knowledge of gender equality, GBV prevention/response, human rights, and health equity. Ability to work in uncertain and rapidly changing environments. Strong coordination and collaboration skills with diverse stakeholders. Excellent oral and written communication skills. Emotional intelligence and self-management.
