National Consultant - DHIS 2 Transition, Coaching and Supervision
Organizational Context
The World Health Organization (WHO) in Cambodia provides technical assistance to the Ministry of Health's Department of Planning and Health Information (DPHI). This support, funded by a GAVI grant, focuses on the rapid transition to the DHIS2 platform for the national Health Management Information System (HMIS). The role is embedded within this initiative, contributing to digital health transformation efforts.
Job Purpose
The purpose of this consultancy is to provide technical support to the Department of Planning and Health Information (DPHI) in Cambodia for the successful transition and institutionalization of the new DHIS2-based Health Management Information System (HMIS). This involves implementing the agreed work plan under the GAVI innovation grant, focusing on improving data use for action. The role also entails supporting WHO with tracking, reporting, and documenting overall digital health transformation activities, ensuring the long-term sustainability of the new HMIS and contributing to Cambodia's broader digital health strategy.
Responsibilities
Key responsibilities include supporting the DPHI in implementing the DHIS2 transition work plan, specifically managing feedback and issues related to the HMIS, and assisting with financial documentation for coaching and supervision activities. The role involves contributing to user-centered design for data use tools like dashboards. Additionally, the consultant will support the development of private sector HMIS forms, user guides, and job aids, provide ongoing technical support for the DHIS2 rollout, and participate in discussions regarding data integration APIs. Regular reporting on activities to the Health Systems coordinator is also required.
Work Experience
Essential: A minimum of 7 years of work experience in health information systems development, information management, database development, and information communication technology. Desirable: Experience working with an international organization and specific knowledge of the DHIS2 platform transition in Cambodia.
Skills
Experience with DHIS2 as a health management information system; experience in developing training materials, conducting training of trainers, and mentoring staff on DHIS2 usage; strong reporting and communication skills; fluency in English and Khmer.
