Organizational Context

The World Health Organization (WHO) Country Management Support Units (CSUs) provide essential administrative and financial support to managers and staff. This role, under the direct supervision of the Operations Officer, is crucial for delivering transport and logistics services within the Democratic Republic of Congo. The Fleet Manager will lead a team of drivers and ensure compliance with WHO policies and regulations.

Job Purpose

The Fleet Manager is responsible for facilitating the logistical and administrative operations of the vehicle fleet, particularly for emergency response within the Country Management Support Unit (CSU). This role is vital in ensuring the smooth provision of transport services to support various budget centers. The Fleet Manager will oversee a team of drivers, manage vehicle allocation based on daily demands, and ensure efficient coordination with other fleet support staff. The position requires close collaboration with the Fleet Manager and adherence to WHO policies, rules, and regulations, contributing directly to the operational effectiveness of the organization in the Democratic Republic of Congo.

Responsibilities

The Fleet Manager will oversee daily vehicle allocation based on transport requests, supervise drivers for assigned and pooled vehicles, and manage driver work schedules, including field assignments. Key duties include reviewing transport requests, proposing schedules for approval, planning and monitoring vehicle maintenance and repairs, and ensuring accurate logbook completion. The role involves issuing fuel vouchers with approval, conducting regular technical checks on the project fleet, and ensuring safety compliance for any additional rental vehicles. Responsibilities also extend to assisting with convoy planning, conducting weekly inventory checks of vehicles and documentation, ensuring all vehicle documents are valid and accessible, and performing driving assessments for new drivers. Additionally, the Fleet Manager will support monthly driver meetings on safety and conduct, maintain a clean parking area, and prepare a list of replacement drivers.

Work Experience

A minimum of one year of experience in logistics and/or fleet management is required. Previous experience in emergency fleet management with WHO, other UN agencies, or similar organizations is desirable.

Skills
