Job Purpose
The Local Security Assistant's primary purpose is to support the Field Security Officer in implementing security operations and managing the safety and security of personnel within the assigned operational zone. This role is crucial for the effective functioning of the WHO Health Emergencies Programme (SGI) at the country level. The assistant will contribute to risk assessment, mission preparation, incident reporting, and ensuring adherence to UN security management systems, thereby safeguarding WHO staff and operations in a potentially challenging environment.
Responsibilities
Under the direct supervision of the Field Security Officer, the Local Security Assistant is responsible for conducting periodic security risk assessments, preparing for and escorting field missions, and liaising with local security forces (Police and FARDC). The role involves ensuring compliance with UN Security Management System procedures, maintaining staff lists, and organizing security briefings for new personnel. Additionally, the assistant will advise staff on emergencies per the operational security plan, track security incidents affecting deployed personnel, prepare incident reports, and manage the Warden System, including updating information on staff accommodations. Responsibilities also include overseeing HF/VHF communication equipment and performing other relevant tasks assigned by the Field Coordinator or WHO Representative.
Work Experience
Essential: At least 8 years of experience in security interventions and procedures. Desirable: Experience in coordinating field operations with security force partners, and prior work experience within the United Nations or other international organizations.
Skills
Proficiency in French (essential) and functional knowledge of English (essential). Knowledge of local languages is desirable. Computer skills include report writing, Excel, and Word proficiency.
