National Consultant - Rehabilitation Services Integration And Disability Inclusion In PHC And HIS, WHO Cambodia

Organizational Context

The World Health Organization (WHO) in Cambodia is supporting the Ministry of Health's efforts to strengthen rehabilitation services and disability inclusion. This role is crucial for advancing Universal Health Coverage and the Sustainable Development Goals by shifting focus from policy development to the practical implementation of the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation.

Job Purpose

This consultancy aims to provide technical and coordination support to the Ministry of Health and WHO Cambodia in finalizing and implementing the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation. The role will focus on integrating rehabilitation and disability inclusion into primary healthcare and broader health system reforms. Key objectives include strengthening equitable access to health services for persons with disabilities, enhancing data and evidence for policy implementation, and improving health information systems. The consultant will foster intersectoral coordination, support health financing and service delivery reforms, and contribute to Cambodia's digital health agenda to improve continuity of care for individuals with disabilities.

Responsibilities

Provide technical and coordination support for the finalization and implementation of the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation. Develop and implement policies, guidelines, and operational plans related to disability health equity, rehabilitation, and assistive technology. Coordinate and facilitate technical working groups, stakeholder consultations, and intersectoral mechanisms. Support the integration of rehabilitation and disability needs into health system strengthening initiatives, including health financing, human resources, and service delivery reforms. Assist in designing and documenting approaches for integrating rehabilitation services into primary healthcare and improving disability-inclusive service delivery. Strengthen equitable access to health services for people with disabilities through health financing mechanisms and social protection reforms. Conduct assessments of rehabilitation and disability-related data flows, reporting systems, and information gaps. Support the integration of relevant indicators into health information platforms and promote the use of data for planning, monitoring, and decision-making.

Work Experience

Essential: Minimum five years of experience in health planning and management, particularly related to disability and rehabilitation in Cambodia. Experience in cross-sectoral collaboration, stakeholder coordination, and facilitating planning materials/working groups. Experience with health information systems in Cambodia. Desirable: Previous experience working with the Ministry of Health and using evidence for policy decision-making.
