Consultant - Health Expenditure Tracking And SRHR Financing
Organizational Context
The WHO Regional Office for Africa (AFRO), supported by Sida, is implementing a three-year initiative to enhance the generation, quality, and use of expenditure data for Sexual and Reproductive Health and Rights (SRHR) financing across the region. This involves refining the System of Health Accounts (SHA 2011) methodology to better capture SRHR expenditures and supporting National Health Accounts (NHA) production and analysis.
Job Purpose
This consultancy aims to strengthen the measurement, analysis, and utilization of SRHR expenditure data within the African Region. The role will support WHO AFRO in refining the SHA 2011 framework for SRHR expenditure tracking, developing and piloting technical guidance, and providing technical assistance to pilot countries. Additionally, the consultant will enhance WHO AFRO's capacity to manage, analyze, and interpret NHA datasets from various countries, generating evidence on SRHR financing and broader health expenditure trends to inform policy dialogue, advocacy, and decision-making.
Responsibilities
The consultant will refine the SHA 2011 methodology for SRHR expenditure tracking by reviewing classifications, developing coding structures, and contributing to technical guidance. They will support pilot countries in applying the methodology, reviewing outputs, and documenting lessons learned. The role involves strengthening regional NHA data management by compiling, organizing, and validating country datasets, and extracting detailed expenditure information. Furthermore, the consultant will conduct analytical work on health and SRHR expenditures, identifying financing patterns and gaps, and supporting the development of regional and country-specific analytical products. Finally, they will contribute to dissemination activities, including preparing briefs, reports, and presentations to support policy dialogue and resource mobilization.
Work Experience
Essential: Minimum 7 years of professional experience in health financing, health expenditure tracking, National Health Accounts, or health economics. Demonstrated experience with SHA 2011 and NHA production, analyzing expenditure data, quantitative analysis, and supporting countries in NHA. Desirable: Experience with HAPT datasets, SRHR financing, working with international organizations (WHO, OECD, World Bank), multi-country projects in Africa, and familiarity with GHED.
Skills
Advanced knowledge of System of Health Accounts (SHA 2011); strong understanding of National Health Accounts production; excellent quantitative and analytical skills; strong data management and statistical analysis skills; ability to analyze complex expenditure datasets and derive policy-relevant findings; strong technical writing and presentation skills; proficiency in Excel and data analysis software (Stata, R, SPSS, or similar).
