The World Health Organization (WHO) is dedicated to enhancing health financing mechanisms globally. The Health Financing and Investment Team seeks a consultant to provide regional technical guidance for expanding health insurance coverage in the African Region. This role involves developing and testing budget impact analysis methodologies to support benefit package design and health financing policy implementation.
Job Purpose
The purpose of this consultancy is to provide regional technical guidance for sustainably expanding health insurance coverage in the African Region. The consultant will develop a normative guidance on budget impact analysis to inform benefit package design and review. This includes providing practical guidance to countries for conducting comprehensive process and impact analyses of their health insurance reforms, particularly concerning the integration of new services into benefit packages. The role requires methodology development and testing with country-specific data, ultimately contributing to the strategic planning and implementation of effective health financing policies across the region.
Responsibilities
Develop a Budget Impact Analysis Framework for integrating new services into health insurance schemes and principles for extending coverage to the poor and vulnerable. This includes evaluating current health benefit packages, developing a comprehensive framework for budget impact analysis, and establishing criteria for including new services. Provide technical guidelines for implementing budget impact models and assess the financial implications of expanding covered health services. Conduct a mapping of African countries where health insurance schemes include HIV, TB, and Malaria services. Offer guidance on extending coverage to poor and vulnerable populations and relevant targeting mechanisms. Prepare two peer-reviewed articles for publication on the inclusion of specific diseases in health packages and the application of the Budget Impact Analysis tool to country data.
Work Experience
Essential: At least five years of experience in health financing and health systems analysis, with a proven track record in conducting budget impact analysis and evaluating health insurance schemes. Experience in developing and testing methodologies in a country-specific context. Desirable: Experience or sound understanding of health economics and financing, data analysis skills, capacity-building experience, and a track record of research and publications.

Demonstrated knowledge of health planning principles and methods; ability to assess health plans and their impact in resource-limited countries; ability to summarize technical analyses clearly; excellent communication and presentation skills; ability to write and produce technical documents concisely; proven interpersonal skills for consensus-building, progress communication, and proactive issue resolution.
