Organizational Context
The World Health Organization (WHO) Country Office in South Sudan, in collaboration with the Ministry of Health's Expanded Programme on Immunization (EPI), UNICEF, and other partners, is seeking an International Consultant. This role is crucial for developing the Gavi 6.0 Country Holistic Application, supporting national immunization efforts.
Job Purpose
The primary purpose of this consultancy is to provide expert support to the Ministry of Health, WHO, and UNICEF in the comprehensive development, validation, and submission of the Gavi 6.0 Country Holistic Application for South Sudan's Expanded Programme on Immunization. This involves detailed planning, situational analysis, multi-year program planning, and the creation of a robust costing and financing framework. The consultant will also be responsible for drafting the application, ensuring its validation, supporting its submission, and facilitating a smooth handover of all related documentation and processes. The ultimate goal is to strengthen South Sudan's immunization program through successful Gavi funding.
Responsibilities
The International Consultant will lead the preparation, validation, and submission of the Gavi 6.0 Country Application. Key responsibilities include developing an inception plan, conducting a thorough situational analysis of the immunization program, and formulating a multi-year program plan. The consultant will also develop a comprehensive costing and financing framework, draft the Gavi application, and coordinate its validation with stakeholders. Furthermore, the role involves providing support during the submission process and ensuring a proper handover of all relevant documents and knowledge to the Ministry of Health and EPI program. This includes facilitating collaboration among WHO, UNICEF, and other partners throughout the process.
Work Experience
Requires at least 10 years of experience in immunization and health systems programming. Demonstrated experience in developing Gavi applications, immunization strategies, or national health sector plans is essential. Experience in program costing, financial analysis, resource planning, and donor proposal development is also required. Experience working in developing countries, particularly in the region or South Sudan, is desirable.
