Organizational Context

The WHO Health Emergencies programme aims to prepare the health cluster for effective response to outbreaks and emergencies. Operating within the UN Inter-Agency Standing Committee (IASC) cluster approach, this role ensures WHO's critical functions are met. The Health Cluster Coordinator leads coordinated health-sector responses, focusing on vulnerable populations and contributing to saving lives and alleviating suffering in humanitarian crises.

Job Purpose

The Health Cluster Coordinator (P5) is responsible for leading an effective and coordinated health-sector response in humanitarian emergencies, working with national and international partners to address the needs of vulnerable and marginalized populations. This involves overseeing health needs assessments, strategy development, implementation, and monitoring, including the joint incident management system. The role is crucial for relieving suffering and saving lives, while also advancing the well-being and dignity of affected populations. The position contributes to the overall objectives of WHO's health emergency programme by ensuring WHO's critical functions are fulfilled within the IASC cluster approach framework.

Responsibilities

Lead and coordinate national health-sector responses in collaboration with the international community, prioritizing vulnerable populations. Provide leadership, management, and coordination for health service delivery planning, monitoring, quality assurance, and reporting. Ensure synergy with national plans, mainstreaming cross-cutting issues, and compliance with WHO standards. Offer technical assistance for field operations and guidance for national capacity building in emergency preparedness and response. Manage data, information sharing, monitoring, and reporting through the Information Management strategy. Lead advocacy and resource mobilization efforts. Oversee the country office's data management strategies and operations, and collaborate closely with health information management teams.

Work Experience

A minimum of ten years of relevant work experience is required, including developing and promoting collaborative partnerships in emergency and humanitarian relief operations, with significant international experience. At least three years must involve managing and coordinating health programs in chronic or acute emergencies. Experience with WHO/UN agencies, health cluster partners, or humanitarian organizations is desirable.

Skills

In-depth knowledge of UN emergency relief policies and practices. Political acumen, consensus-building, negotiation, networking, and partnership development skills. Excellent strategic thinking and planning abilities for emergency situations. Skills in facilitating policy processes among diverse partners. Demonstrated leadership and coordination skills for multidisciplinary teams in emergency settings. Expert knowledge of English.
