The World Health Organization (WHO) Country Office in Ukraine supports the Ministry of Health and other national institutions in advancing health financing reforms. Job Purpose
This consultancy aims to provide crucial technical expertise to Ukraine's health financing reforms, focusing on health service costing, financial modeling, and expenditure analysis. The role will support the development of costing methodologies for primary health care and emergency services, contribute to National Health Accounts, and analyze the financial aspects of cross-border healthcare in the context of EU accession. The objective is to ensure that financing decisions are evidence-based, transparent, and fiscally sustainable, while also building the capacity of national stakeholders in these critical areas.
Responsibilities
The consultant will support the mapping of health expenditure data for National Health Accounts. They will develop technical instructions for costing primary health care (PHC) services and calculating capitation rates, and create methodologies for budgeting PHC and the Ambulance Medical Care Program (AMP). The role includes delivering on-the-job training for National Health Service of Ukraine (NHSU) staff on these methodologies and participating in consultative meetings with key stakeholders. Additionally, the consultant will conduct a costing study for pre-hospital emergency medical services (PEMS) and provide analytical support for policies related to cross-border healthcare as part of Ukraine's EU accession preparations.
Work Experience
Essential requirements include a minimum of 3 years of experience in collecting, processing, and analyzing health service provider data, strong experience with cost-accounting methodology, and experience in developing methodologies for medical service costing. Experience in financial modeling and budget impact analysis using Microsoft Excel, preparing analytical reports, and working with Ukrainian health sector institutions is also essential. Desirable experience includes costing health services using international methodologies and understanding Ukraine's health financing landscape.
Skills
Excellent analytical and quantitative skills are required. Proficiency in advanced Microsoft Excel for financial modeling, ability to analyze large health expenditure datasets, and capacity to prepare high-quality technical reports and policy documents are essential. Strong stakeholder engagement, communication, and interpersonal skills are also necessary, along with the ability to manage multiple workstreams and work independently.
