Organizational Context
The Country Management Support Unit (CSU) provides essential administrative and financial support to managers and staff within the WHO's ERP system environment. It ensures adherence to organizational policies, procedures, rules, and regulations for all financial matters and transactions, facilitating efficient operations.
Job Purpose
The Budget Assistant supports the Operations Officer in managing financial operations within the WHO's ERP system. This role is crucial for ensuring compliance with financial regulations and policies. The incumbent will assist in planning, budget compilation, and financial transaction processing, providing guidance to staff and preparing financial reports. The position contributes to the effective allocation and monitoring of funds, timely financial closures, and maintaining efficient cash balances, thereby supporting the overall operational efficiency of the country office.
Responsibilities
Assists in the planning, compilation, and preparation of the Biennial Work Plan (BWP), including fund allocation. Ensures all financial transactions comply with established rules and regulations. Reviews and provides budgetary clearance for project proposals and requests, ensuring conformity with financial policies. Offers guidance to country office staff on financial rules and regulations. Provides financial services, including reviewing payment vouchers and issuing payment instructions. Analyzes financial cases requiring supervisory decisions. Prepares, analyzes, and evaluates work plan, accounting, and financial reports for management. Coordinates financial transaction recording and ensures timely reconciliation and closure of eImprest accounts. Manages account replenishment and maintains efficient cash balances. Performs other duties as assigned by the supervisor.
Work Experience
Essential: At least 10 years of relevant experience, with a focus on program management and/or budget and financial monitoring. Desirable: Knowledge of WHO program management processes, UN system project management, and ERP systems like GSM/BMS.
Skills
Proficiency in WHO Results-Based Management framework and related business processes. Knowledge of Oracle Projects, Oracle Financials, or similar ERP applications. Understanding of WHO policies and project management principles. Ability to act independently, exercise sound judgment, and possess strong organizational and analytical skills. Excellent writing and communication abilities. Proven capacity to build interpersonal relationships and manage competing priorities under pressure.
