The World Health Organization (WHO) Country Office in Ukraine is supporting the government and partners in rebuilding and transforming the health system post-invasion. Job Purpose
This consultancy aims to provide technical expertise for developing and implementing WHO's capital investment prioritization framework for Ukraine's health sector. The role will focus on creating methodologies, analytical tools, and data integration mechanisms to guide evidence-based decision-making for health infrastructure reconstruction and long-term system transformation. It involves collaborating with national counterparts and international partners to ensure investments align with health financing reforms and strategic objectives, ultimately enhancing the efficiency and transparency of health sector capital allocation.
Responsibilities
The consultant will lead the technical development of methodologies for health sector investment planning, prioritization, project preparation, and appraisal. This includes creating analytical frameworks, indicators, scoring methodologies, and benchmarks for evidence-based decision-making. Responsibilities also involve developing approaches for analyzing population health needs, provider capacity, and service network requirements. Furthermore, the consultant will define business requirements for a Health Capital Investment Management System, support its testing and validation, and prepare technical documentation and guidance. Collaboration with stakeholders, including government bodies, development partners, and software developers, is essential for translating methodologies into practical tools and supporting implementation.
Work Experience
Requires at least 10 years of professional experience in health economics, health financing, health infrastructure planning, health systems analysis, or public investment management. Demonstrated experience in supporting hospital network transformation, health service planning, or capital investment planning is essential. Experience developing analytical frameworks, methodologies, or decision-support tools, and working with governments or international organizations is also required.
Skills
Strong analytical and quantitative skills. Excellent understanding of health financing and hospital network planning. Experience developing indicators and analytical methodologies. Ability to translate technical requirements into digital or analytical tools. Excellent report writing and presentation skills. Familiarity with EU public investment management approaches, health infrastructure planning, economic appraisal methodologies, and health information systems/data integration are desirable.
