Senior International Consultant - Health Sector Capital Investments, Governance And Recovery

Organizational Context

The World Health Organization (WHO) Country Office in Ukraine is supporting the government and international partners in health system recovery following the full-scale invasion. This involves addressing significant damage to infrastructure and evolving population health needs through strategic capital investments. The role supports strengthening governance, aligning financing with reforms, and improving coordination for reconstruction efforts.

Job Purpose

This consultancy aims to provide senior strategic and technical leadership to WHO Ukraine's Health Financing Unit. The primary purpose is to strengthen the governance, strategic planning, and institutionalization of capital investments essential for the health sector's recovery. The role will offer high-level policy advice, contribute to developing strategic frameworks and governance structures, facilitate policy dialogue with national and international stakeholders, and ensure WHO's technical contributions align with broader health system reforms, hospital network optimization, and long-term recovery objectives. The consultant will play a key role in guiding evidence-based decision-making to enhance the transparency and efficiency of health sector investments during this critical recovery period.

Responsibilities

The consultant will conduct analytical reviews of capital investment policies, governance arrangements, and international best practices. They will lead the development and review of strategic frameworks, policy papers, and governance guidance, providing technical recommendations. A key responsibility is offering strategic advice on the governance and prioritization of capital investments. The role involves supporting technical consultations, policy dialogue, and partner coordination efforts. Additionally, the consultant will contribute to WHO publications and technical reports, and prepare presentations and technical materials for diverse national and international audiences. They will provide strategic advice on the Health Sector Investment Strategy and Medium-Term Investment Framework, and lead the development of governance arrangements for investment planning, prioritization, and delivery.

Work Experience

Requires at least 10 years of international experience in health financing, public investment management, health economics, health system recovery, or health systems strengthening. Demonstrated experience advising governments on health financing reforms, capital investment planning, or health sector governance is essential. Experience preparing analytical reports, policy papers, or international publications is also required. Experience with international financial institutions or supporting post-conflict recovery is desirable.

Excellent stakeholder engagement and communication skills. Demonstrated ability to provide strategic technical leadership across multidisciplinary programs. Knowledge of health infrastructure planning, hospital network development, and health financing reforms is desirable.
