Organizational Context

The World Health Organization (WHO) Health Emergencies Programme aims to support countries in preventing, preparing for, detecting, responding to, and recovering from health emergencies. This role, based in Amman, Jordan, operates within the WHO Country Office, contributing to the coordination of medical evacuation (MEDEVAC) activities.

Job Purpose

The Medical Evacuation Officer will provide essential technical advice and coordination for WHO Country Office activities supporting medical evacuations (MEDEVAC) from Gaza to Jordan. This role is crucial for scaling up these operations, ensuring quality health services for critically ill patients, and supporting Jordan's humanitarian efforts through the established humanitarian corridor. The incumbent will liaise with health sector partners, UN agencies, Ministry of Health, and other stakeholders to facilitate effective and accountable MEDEVAC operations, contributing to the broader Gaza response and WHO's mission in health emergencies.

Responsibilities

The Medical Evacuation Officer will maintain an overview of the MEDEVAC situation in Jordan, offering technical advice on MEDEVAC and repatriation, with a focus on criteria setting and evidence-based recommendations. This role involves acting as the key focal point for MEDEVAC activities, ensuring programmatic planning, coordination, and timely delivery by subcontractors according to the project work plan. The officer will manage contractors responsible for MEDEVAC, ensuring synergy with other actions. Responsibilities include leading the integration of project work plan activities, coordinating periodic reviews of achievements, analyzing and synthesizing information for regular updates, and serving as a liaison with the Ministry of Health, governmental authorities, and international partners. The role also entails ensuring close coordination among all MEDEVAC stakeholders, implementing technical recommendations, overseeing quality control of subcontractors, and contributing to the development of relevant protocols and guidelines.

Work Experience

A minimum of five years of international work experience in health sector coordination, with demonstrated experience in critical patient care, transfers, and MEDEVAC, is essential. Desirable experience includes designing and implementing MHPSS interventions, concept note and proposal writing, log frame development, budget management, and program implementation. Previous experience with WHO, UN agencies, health cluster partners, humanitarian organizations, or national health authorities is also preferred.

Skills

Proven skills in health emergency operations and coordination. Excellent strategic thinking, political and stakeholder analysis, negotiation, and leadership abilities. Knowledge of international governmental collaboration and experience working with diverse partners in low-income settings. Demonstrated knowledge of clinical case management and MHPSS, with problem-solving capabilities. Strong professional writing and oral communication skills for high-level reporting and presentations.
