The Ministry of Health of Ukraine is strengthening cooperation with international development partners to support health sector reforms, recovery, and European integration. This role provides technical, analytical, and coordination support to the Ministry's Department of International Relations to enhance these efforts.
Job Purpose
This consultancy aims to strengthen the Ministry of Health of Ukraine's capacity in coordinating international technical assistance (ITA) and development partner engagement. The role will support strategic planning, evidence-informed decision-making, and alignment of international support with national health priorities and Ukraine's European integration agenda. Key contributions include facilitating dialogue with partners, managing ITA projects, monitoring implementation, preparing analytical reports, and supporting high-level international engagements to ensure efficient use of resources and effective health sector development.
Responsibilities
Provide technical expertise to enhance the Ministry of Health's coordination of international technical assistance and development partner engagement. This includes facilitating communication with partners and implementing agencies, maintaining records of ITA projects for portfolio management, monitoring project implementation, and preparing analytical reports on progress and resource utilization. The role involves assessing the alignment of ITA with government priorities, supporting the preparation and follow-up of coordination meetings (e.g., Health Sector Working Group), and drafting official correspondence and project-related documentation. Additionally, provide strategic communication and analytical support for international engagement, prepare briefing materials for high-level events, and monitor international policies relevant to health cooperation.
Work Experience
Requires at least 2 years of professional experience in international cooperation, donor coordination, project management, or public administration. Experience working with international organizations, government institutions, and preparing analytical reports is essential. Demonstrated experience in multi-stakeholder coordination, partnership management, and a deep understanding of international development cooperation architecture and Ukraine's health sector governance are also required.
Skills
Strong analytical and organizational skills. Excellent communication, interpersonal, and stakeholder coordination abilities. Knowledge of Ukraine's health sector governance and international development cooperation mechanisms. Excellent drafting and presentation skills. Ability to manage multiple priorities under tight deadlines. Fluency in English and Ukrainian is essential.
