Investigator (Multiple positions, Multiple duty stations)
Organizational Context
The Office of Internal Oversight Services (IOS) is responsible for evaluation, internal audit, and investigations within WHO. The Investigation Unit (INT) within IOS conducts assessments and investigations into allegations of misconduct by WHO personnel and third parties. INT operates in accordance with international standards and WHO's legal framework, aiming to uphold efficiency and integrity across WHO operations.
Job Purpose
The Investigator role within the IOS Investigation Unit is to plan, conduct, and report on investigations into various forms of misconduct, including fraud, corruption, abuse of privileges, sexual misconduct, and retaliation against whistleblowers. This involves reviewing allegations, gathering and analyzing evidence, conducting interviews, and preparing comprehensive reports with recommendations for remedial or disciplinary actions. The role also contributes to improving WHO's systems and operations by identifying control weaknesses and recommending corrective measures, ensuring adherence to professional standards and WHO's legal framework.
Responsibilities
Plan, organize, conduct, and report on investigations according to professional standards, guidelines, and jurisprudence. Review and assess complaints, formulate investigation plans, gather and analyze evidence, and conduct interviews. Liaise with external officials and internal support services to facilitate investigations. Assess investigation progress and advise on potential impacts. Prepare detailed investigation reports, case closure memoranda, and briefings with findings and recommendations. Propose corrective actions and improvements to WHO systems and operations. Support the preparation of work plans and prioritization of investigation activities. Perform other related duties as assigned.
Work Experience
A minimum of 5 years of relevant professional experience in investigations, with at least 3 years focused on public sector investigations. Demonstrated field experience in developing countries, including direct responsibility for investigating financial misconduct, abusive conduct, and sexual misconduct. International exposure is also required. Experience with IT forensic tools and formal training in investigation areas are advantageous.
